Risk Analysis

Characteristics of technological accidents. Prevention of accidents. Classification of objects (facilities) containing hazardous substances into basic groups and their characteristics. Risk assessment of technological accidents. Safety programme and security report. Internal and external emergency plan. Establishment of emergency planning zones and informing the public about its extent. Security measures in the transportation of dangerous goods.
Asset classification of unusual events and the characteristics of their possible consequences. Risk assessment of substances dangerous for human health and the environment. Denomination of the specific hazards by R-phrases and protection by S-phases. The importance of risk analysis for emergency planning. Risk analysis methods and their use. Algorithms of risk assessment. Prediction of potential consequences in the event of emergency and technological accident. Modelling of the spread of fires, floods and pollution. Prediction of emergency and technological accidents. Organization of protection and defence of facilities. Security systems. Flood protection measures in buildings. Protection of structures against tectonic influences and landslides. Physical protection plan.

Learning outcomes of the course unit

Acquiring and evaluating the information on hazardous properties of chemicals and products. Knowledge of analysis and risk assessment of the occurrence of chemicals in the environment and their handling. Application of legal standards applicable to activities associated with the use of chemical substances and preparations. Managing work with databases and other sources of information on hazardous properties of chemicals. Basic evaluation of simple accidents and emergencies. Principles of critical processing of documentation and emergency plans. Knowledge of the procedures of the Integrated Emergency System in the event of emergency, in the process of the emergency and aftermath. Knowledge of key hazardous chemicals, mechanisms affecting organism, fauna and flora.

Teaching methods depend on the type of course unit as specified in the article 7 of BUT Rules for Studies and Examinations.

Assesment methods and criteria linked to learning outcomes

The requirement for obtaining the credit is a written report on a specified seminar question or a data sheet. It will be specified by the subject guarantor (it is possible to agree with the student on a topic related closely to the chosen thesis topic). The requirements for the written test are based on the subject syllabus.

1. Classification of emergency events, their manifestations and protection against them
2. Characteristics of major industrial accidents, historical experience
3. Past and present prevention of serious chemical accidents
4. Past and present prevention of serious radiation accidents
5. Hazardous chemicals and preparations and their hazards, a database of these substances and their R-phrases and S-phrases
6. The main methods of analysis and risk assessment and their application
7. Processing documentation in accordance with the law on prevention of major accidents
8. Emergency planning prescribed by law
9. Modelling potential impacts of accidents, with emphasis on all monitored objects
10. Protection and defence of facilities
11. Characterization, analysis and evaluation of available resources for accident clearance
12. Protection of people from the consequences and effects of accidents
13. Excursion into a chemical production plant

Aims

To acquaint students with the principles and methods of substance risk assessment for health and the environment, with the legislature of the EU and the Czech Republic with relation to dangerous substances and preparations. To acquaint students with the information sources on the hazardous properties of chemicals, acquiring the information on first aid and sanitation, introduction to the principles of OSH (Occupational Health and Safety). To acquaint students with the issues of prevention and accident clearance, emergency planning and management, with valid legislation, with obligations of public authorities, natural persons and juristic persons. To acquaint students with possible solutions of emergencies and accidents.
