The bachelor thesis focuses on the impact of legislation on spatial planning in the Czech Republic. The thesis analyses the European and Czech legal framework for the support of renewable energy sources and evaluates the impacts of the new legislation on individual spatial planning instruments, particularly the Spatial Development Policy, regional spatial development principles, municipal land-use plans and regulatory plans. Attention is also paid to the institutes of designated areas and acceleration areas, the digitalisation of spatial planning and conflicts of public interests related to the placement of renewable energy facilities within the territory. The practical part of the thesis is focused on the city of Karviná, where the possibilities for the development of renewable energy sources, territorial limits and potential impacts of the new legislation on future territorial development are analysed.

Během své prezentace s názvem Vliv zákona o urychlení využívání obnovitelných zdrojů energie v územním plánování v České republice studentka pohovořila o klíčových změnách zákona, o akceleračních oblastech. Násldoval popis vybrané lokality města Karviná, jak by krajinu změnil nový zákon (změna přístupu k rozvoji OZE). Následovaly otázky oponenta práce Mgr. Richarda Bartese, Ph.D.: 1. Na str. 22 jsou zmíněny tzv. akcelerační oblasti – domnívá se autorka, že tento institut je vhodným instrumentem pro vyvážení veřejného zájmu na rozvoji obnovitelných zdrojů energie a ochrany dalších hodnot? Nechť autorka odůvodní. 2. Jaké možné konflikty by autorka mohla spatřovat mezi vymezením akceleračních oblastí a samosprávnou působností obcí při pořizování územních plánů? 3. Jak by autorka (metodicky) ověřila skutečný dopad zákona o urychlení využívání obnovitelných zdrojů energie na praxi územního plánování po několika letech od jeho účinnosti a jaké ukazatele by především sledovala? Studentka na otázky odpověděla. Následovaly dotazy členů komise: doc. Ing. Eva Vítková, Ph.D. položila otázku: Myslíte si, že elektrárny na Vámi vymezeném území nejsou jen z důvodu legislativy? Studentka na otázku odpověděla.
