This thesis focuses on the design, fabrication, and characterization of fundamental elements of silicon photonic integrated circuits on a silicon-on-insulator (SOI) platform. Since the efficiency of this technology for high-speed transmission is limited by losses, this thesis provides a comprehensive theoretical overview of the field, including an analysis of how fabrication defects contribute to losses. The initial section provides an outline of the basic components, such as grating couplers and waveguides. The theoretical research is followed by numerical simulations in Ansys Lumerical MODE software, which were used to determine the optimal width of single-mode waveguides. The fabrication process combines the use of electron and optical lithography, as well as of reactive ion etching. As part of the description of electron lithography, the influence of the exposure field size on the quality of the resulting structures is analyzed in detail, and for reactive ion etching, the optimization of the recipe to achieve vertical profiles with smooth walls is described. The results of the experimental characterization of the fabricated circuits confirmed the theoretical assumption that circuits with rib waveguides exhibited higher output power than circuits with strip waveguides. Furthermore, the functionality of the fabricated Y-beam splitters and of the ring resonator was experimentally verified. The final analysis then confirmed the influence of side wall roughness on the measured power.
