This bachelor’s thesis examines the issue of construction cost estimation
for tendering purposes from the perspective of a general contractor. The thesis first defines the types of tenders. It then identifies the key components of public procurement tender documents and their impact on the preparation of a bid, with the analysis based on three real tender documents for above-threshold public construction contracts published in 2025. The core section of the thesis describes the complete workflow of a cost estimator in a construction company—from taking on the tender and conducting an initial review of the documentation, through dividing the bill of quantities into subcontracts, communicating with subcontractors and the contracting authority, and calculating individual items, to finalizing and submitting the bid. The thesis also includes a case study that compares the design, investor, and cost prices of the base budget for two completed public contracts, taking into account additional work incurred during implementation.
