This Ph.D. thesis addresses the mathematical modeling and optimization of passive surveillance systems - covert systems that rely on emitted signals for environmental monitoring. These systems pose unique challenges due to their reliance on stochastic inputs, nonlinear objectives, and discrete decision variables. The thesis begins by establishing the motivation for research in this underexplored area, highlighting the gap in current literature regarding the optimization of passive tracking systems. A multi-stage stochastic optimization framework is introduced to model the control of passive systems. The research proceeds with a transformation of the problem into a simplified monostatic system, where an integer nonlinear optimization model is developed using rolling horizon technique and ϵ-constraint method. Simulation results reveal the interplay between conflicting objectives, Pareto optimal set of solutions and the impact of constraint parameter on model solvability. The final part of the dissertation generalizes the approach to multistatic systems, employing goal programming to address multiple objectives. The case study demonstrates that reformulating the stochastic model into a multicriteria framework effectively manages environmental uncertainty and enhances system performance.
