Metodika je zaměřena na hodnocení efektivnosti navařování kolejnic ve vztahu k alternativnímu řešení výměny kolejnic. Definuje hodnotící kritéria ovlivňující rozhodovací proces – jedná se o faktory ovlivňující opotřebení kolejnic, proces navařování kolejnic či jejich výměnu. Uvedené faktory mají vliv na cenu navrženého opatření, na životnost konstrukce, na efektivitu návrhu, na budoucí náklady na údržbu, apod. Záměrem metodiky je poskytnout nástroj pro efektivní řízení údržbových prací tramvajových tratí s ohledem na hospodárnost prací.

The methodology is focused on the evaluation of the effectiveness of the rail surfacing in relation to alternative rail replacement. It defines evaluation criteria for the decision-making process – these factors inluence rail wear, rail surfacing or its replacement. These factors have an impact on the cost of the proposed measures, on the track life, on the design efficiency, the future maintenance costs, etc. The aim of the methodology is to provide a tool for the efficient management of the tram track maintenance with regard to the efficiency of the work.
