Hlavním cílem této práce je uvést souhrnný a systematický přehled postupů pro posuzování bezpečnosti určených vodních děl metodou podle mezních stavů. Pokud to bylo možné, opírají se doporučení o platné předpisy, zejména technické normy. V ostatních případech byly podmínky mezního stavu odvozeny na základě dostupných zahraničních pramenů a výsledků výzkumu autorů metodiky.
