Forensic Engineering - General Methodology

The course prepares students for solving complicated valuation problems in the field of technical and technical-economic expertise and a research for this field. It also summarises problems of a practical performance of the expert activity so that students will gain knowledge about organization and management of the expert activity and they will be able to act in proceedings in front of public authorities (further only PA) as persons who participate in processing expert opinions within the activity of expert institutes eventually after appointment as experts as well.

Course curriculum
2. System of substantial quantities (SSQ) on object, basic concepts in system theory, (concepts related to a structure of entities, to processes on entity, to cognition, to a quantification of entities, to modelling and to ethics).
3. Forensic expertise, forensic engineering: position among other disciplines, forensic expertise as systemic object. Expertise legislation. The concept of expert. Expertise management and organization, types of expert opinions, legislation requirements on expert opinion.
4. Expertise legislation. Expert activity (activity of registered experts, expert activity of institutes, activity of experts ad hoc). Recruiting experts to submitting expert opinion in proceedings in front of public authorities (criminal proceedings, civil proceedings, administrative proceedings), recruiting experts except proceedings).
5. Solving problems in systemic conception, problem situation and problem, complex problem analysis, systemic procedure at solving problems. Systemic procedure at solving problems – cognitive problems. Systemic conception of systemic methods.
6. Expert activity in systemic conception: work with information at solving expert problems – receiving assignment, expert problem formulation, gaining information, information processing, answers to questions, information transmission, acts after submitting expert opinion. Application of regulations in expert opinion.
7. Expert share in providing evidence: basic concepts (evidence, means of proof, proving), proving in civil proceedings, in criminal proceedings, in administrative proceedings, examination, general principles of providing evidence (measurement, photograph, photogrammetry, movie record, sampling, protocol).
8. Introduction to logic: basic concepts, logic laws, survey of logic types, system of logic methods, application of logic laws in forensic engineering.
9. Systemic conception of experiment: systemic access to experiment, basic concepts, technical experiment phases, computer support of experiment, experiment theory, technical diagnostics. Experiment within investigative try in criminal proceedings.
10. Systemic conception of limit states of technical objects: definitions of basic concepts, limit states of technical objects, classification of limit states, systemic access to assessment of limit states of technical objects.
11. Modelling theory: modelling definition, modelling structure. Models and modelling – basic model characteristics, generalized model structure, generalized modelling structure, basic activities in modelling, types of modelling.
12. Introduction to special methodologies of forensic engineering. Direct and indirect causal problems. Introduction to specialized methods (method of action rewinding, method of narrowing bounds, analysis of actions in time and space, forensic-engineering comparison, crash analysis, methods for property valuation, property damage assessment).
13. Expert opinion structure, structure of scientific and dissertation works. Ethics at scientific work, ethics in the expert activity, expert responsibility for a submitted expert opinion (criminal responsibility, material responsibility), troubleshooting in expert opinion.
