Original Abstract

Příspěvek pojedn{v{ o analýze evaluace efektivnosti investičních projektů v oblasti dopravní infrastruktury, kter{ je hodnocena na z{kladě CBA. Efektivnost projektů je demonstrov{na hodnotou celkového užitku, který projekt přinese na úspor{ch. Tyto úspory jsou v podobě úspor na oprav{ch a údržbě, provozních úspor vztažených k uživatelům silnic, úspor spojených se snížením dopravní nehodovosti a úspor spojených s negativními externalitami (emise, hluk). Z analýzy je patrné, že největší úspory jsou spojené s „úsporami cestovního času“, proto je důležité nastavení dopravního modelu a hodnoty času. Předmětem příspěvku je rovněž rizikov{ analýza projektů dopravní infrastruktury a výstupem příspěvku jsou doporučení vedoucí k respektov{ní hlavních rizik definovaných metodickými postupy a individu{lními specifiky v případě kvalitativní analýzy a výběr vhodných klíčových faktorů rizika a jejich pravděpodobnostních rozdělení v případě kvantitativní analýzy.

English abstract

This paper deals with the evaluation of the transport infrastructure projects, which are evaluated on the CBA basis. The effectiveness of these projects bring savings of operate costs which are modelling as the difference between investment and zero (without project) variant. There are savings of agency costs (repairs and maintenance), travel and operating costs, travel time costs, reduction in accident costs and exogenous costs. Theresearch confirmed that travel time savings create the most important part and represent about 70% of the total benefit. Next part discusses possibilities of sensitivity analyses, qualitative and quantitative risk analyses and their interconnection. Based on the analysis of the research sample was formulated recommendations leading to respecting the main risks defined by methodical procedures and individual specifics in case of qualitative analysis and selection of suitable key risk factors and their probability distributions as part of quantitative analysis.
